Should You File Your Singapore Employment Pass Before 1 January 2027? The Founder’s Timeline and the Age-Based Maths

Singapore’s Employment Pass qualifying salary rises on 1 January 2027 from S$5,600 to S$6,000 a month (S$6,200 to S$6,600 in financial services) — but the bar scales with age, so a 35-year-old founder needs S$9,000 instead of S$8,382 and a 45-year-old S$11,500 instead of S$10,700. Most coverage of the 2027 Employment Pass change quotes one number: the floor rising from S$5,600 to S$6,000. For most founders that is the wrong number, because MOM’s qualifying salary rises with the candidate’s age. This guide gives the full age table, explains which applications are still assessed on the 2026 bar, and sets out the latest realistic date to start if your company does not exist yet. How much does the Employment Pass salary rise on 1 January 2027 — at your age?

The EP qualifying salary is the minimum fixed monthly salary MOM requires before it will consider an Employment Pass, and it is set by age: the youngest candidates face the floor, and the bar climbs every year of age until 45. From 1 January 2027 the whole curve moves up. For all sectors except financial services it now rises by exactly S$250 for every year of age, from S$6,000 at 23 or below to S$11,500 at 45 and above (MOM, Eligibility for Employment Pass, page updated 28 April 2026).

That makes the increase much larger for experienced founders than the headline suggests. A 23-year-old’s bar rises by S$400 a month; a 35-year-old’s by S$618; a 45-year-old’s by S$800 — S$9,600 a year, for the life of the pass, because renewals of passes expiring from 1 January 2028 must meet the new bar too.

Are applications filed in 2026 really assessed on the 2026 threshold?

Yes. MOM states that the new qualifying salaries apply to new applications from 1 January 2027 and to renewals of passes expiring from 1 January 2028, so a new application submitted on or before 31 December 2026 is assessed against the 2026 table above (MOM, page updated 28 April 2026). The date that matters is the date your application is submitted, which is why the practical deadline for a founder is the date the company is ready to submit — not 1 January itself.

Filing earlier does not exempt you from the new bar forever. When the pass comes up for renewal, a pass expiring from 1 January 2028 is assessed on the 2027 table, so plan the salary trajectory as well as the first application.

How long does an Employment Pass take in 2026?

MOM says most online Employment Pass applications from Singapore-registered employers are processed, or given an update, within 10 business days (MOM, Apply for an Employment Pass, page updated 15 June 2026). The application fee is S$105 and the issuance fee S$225. Ten business days is two calendar weeks at best, and applications that need further information take longer, so do not plan on submitting in the last week of December.

What must a new company have in place before it can sponsor its founder?

The employer must exist first. A founder who is not yet in Singapore needs a Singapore private limited company registered with ACRA, the Accounting and Corporate Regulatory Authority, before any Employment Pass application can be made in its name. ACRA charges S$15 for the name application and S$300 for registration, and says most registrations are approved soon after payment; cases referred to other authorities can take 14 to 60 days (ACRA, Registering a local company via Bizfile, updated 31 July 2026). Foreigners must file through a registered corporate service provider.

After incorporation the company still needs its Corppass access and MOM eService set-up, and a file that shows MOM the business is real: a business plan, contracts or letters of intent, and proof of capital. That preparation, not MOM’s processing, is usually what runs late.

Does a founder need to advertise the job for 14 days first?

Usually not, for a new company. Under the Fair Consideration Framework an employer must advertise on MyCareersFuture for 14 days before applying for an Employment Pass, unless the company has fewer than 10 employees, the fixed monthly salary is at least S$22,500, the role lasts one month or less, or the candidate is an intra-corporate transferee (MOM, Consider all candidates fairly, updated 5 January 2026). A newly incorporated company sponsoring its founder almost always falls under the fewer-than-10-employees exemption.

How does a brand-new company score 40 COMPASS points?

COMPASS is MOM’s points-based Complementarity Assessment Framework, and an Employment Pass candidate needs at least 40 points on top of meeting the qualifying salary. The four foundational criteria are salary (C1: 0, 10 or 20 points), qualifications (C2: 0, 10 or 20), diversity (C3) and support for local employment (C4). A firm with fewer than 25 PMET employees scores 10 points by default on C3 and 10 on C4, so a new company starts with 20 points before salary or degree are counted (MOM, page updated 28 April 2026). Candidates earning a fixed monthly salary of at least S$22,500 are exempt from COMPASS.

In practice, that means a founder needs 20 more points from salary and qualifications combined — for example, a fixed salary at or above the 90th percentile of local PMET salaries for the sector and age (20 points), a degree-equivalent qualification from a top-tier institution (20 points), or any degree-equivalent qualification plus a salary between the 65th and 90th percentile (10 + 10). Is the ONE Pass a shortcut for founders?

Not for most founders today. The Overseas Networks & Expertise (ONE) Pass is a five-year, renewable pass that is not subject to COMPASS or the Fair Consideration Framework and lets the holder start, operate and work for several companies at once. But its salary route requires a fixed monthly salary of at least S$30,000 for the 12 consecutive months before applying, earned at an established company with a market capitalisation of at least US$500 million or annual revenue of at least US$200 million — or a prospective job at such a company (MOM, Eligibility for ONE Pass, page updated 14 September 2026). A founder paying themselves from a new start-up does not meet that test.

What is the ONE Pass AI & Tech track opening on 28 January 2027?

From 28 January 2027 MOM opens an additional ONE Pass track for AI and technology talent. Candidates need total monthly earnings of at least S$30,000, of which at least S$22,500 must be fixed salary and the remainder may be vested employee stock options; at least five years in a founder, C-suite or technical leadership role within the past ten years; and a connection to a technology company valued at US$500 million or more, with revenue of US$200 million or more, with assets under management of US$500 million or more, or — for start-ups — that has raised at least US$30 million (MOM, page updated 14 September 2026). When should you start to file safely before 1 January 2027? (VIVOS timeline)

VIVOS recommends that a founder without a Singapore company starts by mid-November 2026. This is our operational guidance, not a MOM deadline. It is built backwards from the steps MOM and ACRA actually require, with a buffer for the year-end holidays:

If your company already exists and has Corppass access, you have more room — but submitting in early December still leaves time to respond to any MOM query before the year turns.
