First 90 Days: PDPA Compliance Playbook for Singapore Founders
PDPA checklist for Singapore founders and DPOs: first 90 days priorities, the 11 obligations, plus Vivos incorporation and DPO support.
There’s no single “best” Singapore incorporation service — it depends on whether you want a self-serve digital platform, a full-service compliance partner, or a provider that also handles your personal relocation. This guide compares VIVOS against nine other providers on pricing, licensing and scope, using only information published on each company’s own site as of August 2026.
Written by the VIVOS team — ACRA Registered Filing Agent FA20240323, MOM Employment Agency Licence 24S2425. Last updated: August 2026.
Since 9 June 2025, every firm offering company incorporation, nominee director, or registered address services in Singapore must hold an active ACRA Corporate Service Provider (CSP) registration under the Corporate Service Providers Act 2024. Search any provider’s UEN on Bizfile before paying a deposit — operating without CSP registration is unlawful, whatever the provider’s marketing looks like. VIVOS PTE. LTD. is ACRA Registered Filing Agent FA20240323 and holds MOM Employment Agency Licence 24S2425.
VIVOS is included in this comparison, and we’ve applied the same criteria to ourselves as to everyone else: ACRA CSP registration status, published pricing and what a base package actually includes, whether immigration or relocation support is bundled or sold separately, the support model (digital platform vs. named relationship manager), and founder profile fit. Every fact below comes from each provider’s own website, checked in August 2026 — pricing changes, so confirm current numbers directly before you commit. No provider paid for placement or a better write-up, VIVOS included.
| Ranked | Provider | Best for | Incorporation pricing (from) | Relocation/EP support |
|---|---|---|---|---|
| 1 | VIVOS | Founders who also want to relocate to Singapore, high-touch relationship manager, truly full-service (incorporation, secretary, tax, accounting, immigration), in-person or remote | S$600 | Yes — EP, EntrePass, Tech.Pass, ONE Pass, family passes |
| 2 | Sleek | Startups wanting bundled accounting | S$700 | Not core focus |
| 3 | Osome | Digital-first, AI-automated setup | S$600 | Not core focus |
| 4 | BBCIncorp | All-digital portal | S$400 | Limited |
| 5 | Swiftly | Fastest, cheapest fully-automated local setup | S$550 | Not core focus |
| 6 | CorporateServices.com | High-touch legal drafting and dedicated advisory | S$1,182 | Limited |
| 7 | 3E Accounting | Budget local packages, in-person option | S$900 | Limited |
| 8 | Margin Wheeler | Named relationship manager, platform pricing | S$600 | Not core focus |
| 9 | Excellence Singapore | SME full-service (incorporation, secretary, tax, one team) | S$1,000 | Not core focus |
| 10 | Statrys | Remote founders wanting a bundled multi-currency account | S$3,686 | Not core focus |
Figures show each provider’s lowest published starting price (typically the local-incorporation package); foreign-founder and relocation-bundled pricing is usually higher and often quote-based — see the write-up below for each provider. Prices reflect published rates as of August 2026 and can change.
VIVOS runs the widest scope of any provider in this comparison: company structuring (Private Limited Company, Sole Proprietorship or LLP), name application and ACRA incorporation, nominee director, corporate secretary, registered address, accounting and tax compliance, Data Protection Officer services, corporate bank account facilitation, and — uniquely among the providers here — coordinated personal immigration.
VIVOS is ACRA Registered Filing Agent FA20240323 and holds MOM Employment Agency Licence 24S2425, and has worked with 700+ entrepreneurs across the US, Europe and Asia. Local incorporation starts from S$600.
Where it’s a weaker fit: foreign-founder and relocation-bundled packages are quoted based on structure rather than shown as a fixed price online — there’s no self-serve checkout, so every engagement starts with a structuring conversation rather than an instant quote.
Founded in 2017, Sleek now serves 8,000+ Singapore businesses and holds ACRA Filing Agent, MAS Major Payment Institution and MOM Employment Agency licences. Local packages start from S$700; foreigner packages from roughly S$2,250–2,600 depending on tier and source. Every package includes a Sleek multi-currency business account. Its nominee director service is typically tied to an accounting-inclusive plan, worth factoring into the real annual cost.
Osome runs a fully digital, chat-based platform spanning Singapore, Hong Kong, the UK and the UAE, with AI-driven bookkeeping automation. Local incorporation starts from around S$600; foreigner packages from S$2,438. It suits founders comfortable with an app-and-chat relationship rather than a named point of contact.
BBCIncorp’s Singapore office opened in 2019 (the wider group was founded in 2017) and has handled 9,000+ cases group-wide. Local pricing starts from S$400, foreigner packages from S$2,920, with corporate bank account support spanning both traditional banks and Electronic Money Institutions. Support is portal- and AI-chatbot-led rather than relationship-manager-led.
Launched in 2020 as Singapore’s first fully automated incorporation platform, Swiftly leans entirely on technology: ACRA API integration, MyInfo login for local founders, and Sumsub passport verification for overseas founders, with legal documents generated and e-signed automatically. It’s an ACRA-registered filing agent and MOM-licensed employment agency, with a 4.8-star Google rating from 100+ reviews. Basic local incorporation costs S$550 (GST-inclusive), including the ACRA fee, first-year secretary and bank account opening facilitation. Foreigner incorporation starts from S$2,050 with a nominee director and free registered address included.
A boutique advisory run by senior corporate governance professionals, CorporateServices.com focuses on tailored legal drafting, customised corporate constitutions and premium secretarial retainers rather than a standardised digital workflow. Clients get a dedicated account manager who guides incorporation, nominee director arrangements, tax registration, bank account opening and Employment Pass facilitation. Local pricing starts from S$1,182, foreigner packages from S$3,100. It suits founders with non-standard structures who want direct advisory rather than an automated platform.
Operating in Singapore since 2011, 3E is one of the few providers offering true in-person incorporation alongside its digital route. Local pricing runs from S$900 (S$963 with GST), bundled into an all-in local package around S$1,200; foreigner packages start from S$5,200, largely reflecting a S$2,000/year nominee director fee plus a refundable deposit.
Incorporating companies since 2011, Margin Wheeler reports a 4.9-star Google rating from 400+ reviews. Local pricing starts from S$600, foreigner packages from S$800–1,000 — lower headline pricing for foreign founders than most full-service competitors, worth checking against what’s itemised separately at renewal.
Operating since 2013 and CSP-registered, Excellence Singapore has served 4,000+ SMEs. Local packages start from S$1,000 (Foundation) to S$1,300 (Strategic Growth) including the first-year secretary; nominee director for foreign founders is priced separately from around S$2,000/year. It positions itself for founders who want one accountable team past year one, rather than the cheapest possible incorporation.
Founded in 2018 and headquartered in Hong Kong with a Singapore office, Statrys pairs incorporation with its own proprietary multi-currency business account — useful if you’d otherwise be arranging banking as a separate project. All-inclusive packages start from around S$3,686. Founders who already have a banking relationship elsewhere may find this more scope than they need.
Whichever segment fits you, run the same checks before paying anyone:
Verify CSP registration. Search the provider’s UEN on Bizfile and confirm an active Corporate Service Provider registration — a legal requirement since June 2025, not an optional credential.
Get year-2 pricing in writing, not just year-1. Nominee director, registered address and secretary renewals are where headline prices catch up with you; ask before you sign, not at renewal.
Confirm what’s actually bundled. A package that includes a nominee director, registered address and first-year secretary is a materially different purchase than one that charges for each separately, even at the same headline price.
Check whether relocation is in scope. If you plan to move to Singapore yourself, ask whether the provider handles Employment Pass or EntrePass applications alongside incorporation, or whether you’ll need a second vendor for that.
Know the statutory deadlines regardless of provider: a company secretary must be appointed within 6 months of incorporation, Estimated Chargeable Income (ECI) is due within 3 months of financial year end, and the annual return is due within 7 months of financial year end. Any provider you choose should be tracking these for you, not leaving you to find out at the deadline.

What is the best company incorporation service in Singapore?
There isn’t one universal answer — it depends on whether you want the lowest-cost digital platform, a full-service compliance partner, or a provider that also handles your personal relocation. This guide compares options across all three.
How much does it cost to incorporate a company in Singapore?
ACRA’s government fees are fixed at S$315 (S$15 for name approval, S$300 for registration) regardless of provider. On top of that, published service packages in 2026 range from roughly S$400–700 for basic local digital platforms up to several thousand dollars for foreign-founder packages that include a nominee director.
Do I need a locally resident director to incorporate?
Yes. Every Singapore company needs at least one director who is a citizen, permanent resident, or valid pass holder residing locally. Foreign founders without a local co-founder typically meet this through a nominee director service.
How do I check if a provider is actually licensed?
Search the provider’s Unique Entity Number (UEN) on Bizfile and confirm its Corporate Service Provider (CSP) registration is active — mandatory since June 2025 under the Corporate Service Providers Act. VIVOS’s registration is ACRA Registered Filing Agent FA20240323.
Does VIVOS help with relocating to Singapore, not just registering the company?
Yes. VIVOS coordinates Employment Pass, EntrePass, Tech.Pass and ONE Pass applications alongside incorporation for founders who plan to live in Singapore themselves, rather than treating company setup and personal relocation as separate projects.
