Published: 22 October 2026 · Reviewed by Ray Tay, Co-Founder & Managing Director, VIVOS PTE. LTD. (ACRA Filing Agent FA20240323 · MOM EA Licence 24S2425)
Since 9 June 2025, a nominee director acting by way of business in Singapore must be arranged by an ACRA-registered corporate service provider. This guide ranks 7 providers on 6 checks you can verify yourself, from ACRA filing agent status to what the nominee will and won’t do. VIVOS publishes the guide and meets all six.
Written by the VIVOS team (ACRA Registered Filing Agent FA20240323, MOM Employment Agency Licence 24S2425) and reviewed by Ray Tay, Co-founder. VIVOS publishes this guide and lists itself first. Other providers are ordered by the number of checks they meet, then A–Z, using their own websites and official sources checked on 21 October 2026. No provider paid to be included, and prices and service quality were not compared. This is a shortlist of independent providers, not a full market review.
Key facts (October 2026)
| Rule | What it means |
|---|---|
| Resident director | Every Singapore company must have at least one director who is ordinarily resident in Singapore (Companies Act 1967, s145(1)). |
| Who can arrange a nominee | Since 9 June 2025, a nominee director acting by way of business must be arranged by an ACRA-registered corporate service provider (CSP Act 2024). |
| Fit and proper | The registered CSP must be satisfied that the nominee is fit and proper, including that they are not disqualified from acting as a director. |
| Nominee disclosure | A nominee tells the company within 30 days. Since 16 June 2025 the company files nominee details with ACRA’s central register, and nominee status shows on its Business Profile. |
| Employment Pass holders | An EP holder can be a director of the company that holds their pass. To be a director of another company, they need MOM’s Letter of Consent. |
| Unregistered providers | Carrying on a corporate services business without ACRA registration is an offence under the CSP Act 2024. |
How we ranked these providers
We set six pass/fail checks that matter when a foreign founder needs a locally resident director, and applied them to every provider, VIVOS included. A check is met only when the provider’s own website, or an official register, shows it. Otherwise we record ‘not stated on its website’, which is not the same as ‘not offered’.
VIVOS is listed first because it publishes this guide; it is also the only provider here that meets all six checks. Other providers are ordered by checks met, then A–Z. We did not compare prices or service quality, and no provider paid to appear.
| Check | Why it matters | How to verify |
|---|---|---|
| 1. ACRA filing agent number published | Only an ACRA-registered CSP may arrange a nominee director by way of business. A published number lets you confirm the registration. | Search the firm with Bizfile’s entity search. |
| 2. Company secretary service in-house | The company secretary keeps the nominee register and files director changes, so it helps when the same team arranges the nominee. | The provider’s own service pages. |
| 3. Own MOM Employment Agency licence | Most founders replace the nominee once they hold an Employment Pass. A licensed employment agency can file that pass. | Search the MOM EA Directory. |
| 4. Incorporation, accounting and tax in-house | Keeps the company’s set-up, books and tax filings with the provider that knows who the nominee is. | The provider’s own service pages. |
| 5. Corporate bank account opening support | Banks ask who the directors are and how the nominee fits. Help with that file can speed up account opening. | The provider’s own service pages. |
| 6. Publishes what the nominee will and won’t do | You should know before signing whether the nominee stays out of management, bank signing and shareholdings, and how they resign. | The provider’s nominee director page. |
This guide covers smaller independent providers. The large online platforms are compared in our Singapore company incorporation services comparison.

The nominee holds no shares and runs nothing: day-to-day control stays with the founder. Each engagement includes identity verification, written indemnity terms and CSP Act registration checks before anything is filed on Bizfile.
Because VIVOS is also a licensed employment agency, the same team can file the founder’s Employment Pass and then appoint the founder as the resident director in place of the nominee once the pass is approved. How nominee arrangements work, and what they usually cost, is set out in our resident director guide.
Suits: foreign founders who want the nominee, company secretary, accounting and their own work pass handled by one licensed team, with group companies in Malaysia, Hong Kong and the UAE if they expand. Talk to VIVOS.

How to choose a nominee director service: 6 questions to ask
- Is the provider registered with ACRA, and what is its filing agent number? Check it on Bizfile before you sign.
- Who is the nominee, and how did the provider confirm they are fit and proper and not disqualified from acting as a director?
- What will the nominee not do? Look for written limits on management, bank signing rights and shareholdings.
- What do you sign in return: an indemnity, a security deposit, a resignation letter held on file?
- Who files the nominee details with ACRA’s central register, and who keeps the company’s own register?
- How do you exit? Ask how the nominee resigns, and how quickly a founder with an Employment Pass can take over as the resident director.
When VIVOS may not be the right fit
- You only need a nominee director and will keep the company secretary, accounting and work passes elsewhere. A nominee-only arrangement may suit you better.
- You want a provider with a long track record. VIVOS was incorporated in 2024, while several firms on this list have operated for a decade or more.

Frequently asked questions
How do I choose a reliable nominee director service in Singapore?
Start with registration. Since 9 June 2025, only an ACRA-registered corporate service provider can arrange a nominee director by way of business, so check the firm’s filing agent number on Bizfile. Then ask what the nominee will not do, what indemnity and deposit you sign, who files the nominee details with ACRA, and how the nominee resigns when you no longer need one.
Does a nominee director provider have to be registered with ACRA?
Yes, if the nominee acts by way of business. Under the Corporate Service Providers Act 2024, in force since 9 June 2025, the appointment must be arranged by a registered CSP, which must be satisfied that the nominee is fit and proper. Carrying on a corporate services business without registration is an offence.
Can one firm handle incorporation, the nominee director and accounting together?
Yes. Every provider in this guide lists incorporation and accounting and tax alongside its nominee director service. VIVOS can also file the founder’s Employment Pass under its own MOM Employment Agency licence.
How do I replace the nominee director once I get an Employment Pass?
An Employment Pass holder can be a director of the company that holds their pass, which can meet the resident director rule. File the new appointment and the nominee’s resignation as close together as possible, so the company is never without a resident director. To be a director of a different company, an EP holder needs MOM’s Letter of Consent.
Can I switch nominee director providers?
Usually, yes. The new provider arranges a replacement nominee, the company files the change of directors and updates its nominee register, and the outgoing nominee resigns. Check the notice period and any deposit terms in your current agreement first.
How much does a nominee director cost in Singapore?
This guide does not compare prices. Fees depend on the provider and on what is bundled, such as a deposit, company secretary or accounting. Our resident director guide explains how nominee fees are usually structured.
Why is VIVOS ranked first?
VIVOS publishes this guide and lists itself first. It is also the only provider here that meets all six checks, including holding its own MOM Employment Agency licence. Other providers are ordered by the number of checks they meet, then A–Z.
